UPI payments have become an integral part of everyday transactions in India. It is feasible, easier and comes with a lot of benefits. However, a new issue is arising as a 0.4% Merchant Discount Rate (MDR) is set to apply to specified merchant transactions above ₹2,000 from October 15. This now raises the question of who should bear the cost of processing these payments and whether merchants could eventually pass the burden on to consumers. The government and the payment industries have been discussing on ways to manage UPI-related costs without burdening consumers.
UPI Fee and MDR Explained
UPI has mostly remained free for consumers, but processing a transaction still involves costs for banks and payment service providers. The new 0.4% Merchant Discount Rate (MDR) will apply to specified merchant transactions above ₹2,000 from October 15.
"From October 15, we will monitor daily whether merchants are passing MDR to consumers", the officials said, according to TOI.
This implies that merchants will pay the charges, not consumers. The move brings attention to how the growing cost of processing UPI payments can be managed while keeping digital payments accessible.
Government and Payment Firms Discuss UPI Charges
The government and payment industry are discussing ways to manage the cost of UPI transactions without putting an additional burden on consumers. Merchants will be responsible for paying the MDR, but concerns remain that some businesses could pass on the cost by raising prices or adding charges. The discussions are aimed at finding a balance between the interests of merchants, banks and payment companies while keeping UPI convenient for users.
"Any foreign country operating in India would like their product to be as competitive as local ones. But if the government has kept RuPay debit cards free of MDR, how can anyone think we are acting under foreign pressure? Introducing MDR enables new players to enter and lets existing small players compete", an official said according to TOI.
Possible Solutions to Manage UPI Costs
The discussions on the new UPI fees are also aiming at ways to make the payment system financially sustainable. Government support, better sharing of processing costs among different players and steps to ensure merchants do not pass the charge directly to consumers are among the possible approaches. The focus remains on covering the cost of UPI transactions without affecting the ease and affordability that have made digital payments popular in India.
